I'd use scotchbrite--you can then clean the surface with a little lacquer thinner. If scotchbrite is not enough, use some 320 sandpaper. The metal surface needs to be CLEAN or you will have issues down the road. I'd advise using an etching primer for your first coat.

I agree with Ben, I also use a product called deoxidine *624 it's a phosphoric acid rust remover and metal conditioner it's a 20 percent solution and you dilute it with 2 parts water, it's made out here by Henkel Australia pty ltd. you would have a similar product over there......Regards Phantom
